もはや完全に財政問題としてと捉えられています

The prolonged economic slump that has exacerbated Japan's fiscal problems also has
trapped younger workers in temporary jobs with meager pay. Last year, the number
of recipients of the government's basic welfare payments?known as the livelihood-support
program?exceeded two million for the first time since the 1950s, after nearly doubling
over the past decade. The government's budget for the program is at a record \3.7 trillion this year,
accounting for nearly 4% of the overall national budget.

日本の財政問題を悪化させている長引く景気低迷にもわずかな賃金の一時的なジョブで若年労働者を捕捉しています。
昨年はほぼ過去10年間から倍増した後、1950年代以来初めて200万人の生活保護受給者数を超えました。
プログラムのための政府の予算は全体の国家予算の約4％を占め、（年間で）3700000000000円を記録。
